RALEIGH, N.C. -- State legislators spent hours grilling state and county child welfare officials, along with local law enforcement, during a tense hearing this week. The focus was on what went wrong in the case of a young girl from Charlotte whose death exposed chronic gaps in the system. Lawmakers demanded answers about missed warning signs and failures in communication between agencies.
The girl, whose name has not been released, died earlier this year after a series of reported abuse allegations. Investigators found that multiple agencies had contact with the family but failed to act decisively. One official admitted that caseworkers were overwhelmed and that data sharing between departments was slow and incomplete.
Several lawmakers expressed frustration, saying the system has failed children before and will likely fail again without major changes. "We keep having these same conversations after a tragedy," one representative said. "We need to stop patching holes and start rebuilding the structure."
Proposed changes include mandatory cross-agency training, faster response times for high-risk cases, and a new statewide database to track all reports of child abuse. The state Department of Health and Human Services has promised to review its protocols. A follow-up hearing is scheduled for next month to review proposed legislation.
