County Mental Health Funding Stays Flat in New State Budget

Lancaster County Commissioner Alice Yoder and the Pennsylvania State Association of Counties have voiced strong disappointment after Governor Josh Shapiro signed a state budget on Sunday that leaves funding for county mental health services unchanged.

The budget maintains the same level of financial support for county-based mental health programs, despite growing demand for services across the state. Yoder said the flat funding fails to address the increasing pressures on local mental health systems, which have seen rising caseloads and staffing shortages in recent years.

Pennsylvania counties have been advocating for a significant increase in state funding to help cover the rising costs of providing mental health care. The Pennsylvania State Association of Counties, which represents the interests of all 67 counties, had pushed for additional dollars to expand access to services and improve crisis response capabilities.

Without new funding, county officials say they will struggle to keep up with demand. Many counties have already been forced to dip into local reserves to maintain existing programs. Mental health advocates warn that the status quo could lead to longer wait times for patients and reduced availability of critical services.

The budget decision comes at a time when mental health needs have surged, partly due to the lingering effects of the pandemic. County leaders say they will continue to press for more resources in future budget cycles.
